What is digital accessibility ?

Why is digital accessibility important ?

When designing a product regardless of the industry and its purpose, we should pay attention to its universality and accessibility for the largest possible group of people including users with disabilities.

Internet user exclusion is a broad problem of excluding people with disabilities from everyday life. The problem is also marginalized in everyday life, and the barriers created increase the exclusion of such people in an open-door culture.

Creating accessibility for digital products is not as difficult and expensive as it might seem, in the case of websites, taking care of basic accessibility guidelines will significantly increase the usability and universality of websites, applications for a wider range of people.

It is much more cost-effective to build a website with accessibility as a core principle than to later repair and recode solutions already implemented.

For e-commerce, investing in accessibility is a way to enter a $10.3 billion and growing market.

Allowing customers to transact without abandoning their purchases is not only legal, but also makes good business sense.

Based on data collected from Nucleus advocacy groups, it is estimated that :

2% of all ecommerce transactions are done by blind people which is 10.3 billion usd per year

Less than half of the blind population (which is 5% of the total population) are regular e-commerce customers with a share of 2% of the total ecommerce.


Blind people abandon an average of 2/3 of ecommerce transactions due to accessibility mismatches, however, these consumers do not abandon shopping altogether, they buy elsewhere.

This means that companies without accessible digital solutions are losing $6.9 billion annually to competitors.

To put that number into real profits HomeDepot.com reported $6.94 billion in revenue in 2018.

Digital accessibility, why is it important ?

Accessibility or universality of the product created.

We can define digital accessibility as an approach to design in a universal way taking into account the needs of the largest possible audience for a given product ie: users. Under the term accessibility is inclusive design ie: inclusive. Overlooking a large number of people (Internet users) when creating a product including websites, applications is a big mistake.

WCAG 2.1 digital accessibility

The WCAG standard ( translation : Web Content Accessibility Guidelines) is an international view of web content accessibility. In short, a standard designed to define rules for creating digital products that are accessible to people with disabilities and cognitive impairments.

The current version of WCAG 2.1 is based on the principles of :

  • Perceptibility (e.g., when someone wants to know what's in a photo but can't see it)
  • Functionality (when someone can't use a mouse, for example, they only use a keyboard)
  • Comprehensibility (e.g., adjusting contrast, font size or selected location on the page, including voice transcription for content )
  • Compatibility (e.g. the ability to change the color scheme, adjust the size of the page to your preferences)

The principles included in WCAG 2.1 concern the way content is coded and the technique of coding the page or application itself.

Digital exclusion

First of all, created websites, applications or portals should meet the requirements of consistency of appearance in popular search engines ie: Google Chrome, Firefox, Edge, Internet Explorer or Safari.

A fairly big problem among companies developing digital products is how to make them fit the different requirements of browsers, not to mention responsiveness or a dedicated version created for mobile.

People with disabilities

By creating a digital product excluding this group of people, you reduce accessibility by about 15%.

Elderly and less familiar with technologies

It is also worth noting the group of people excluded due to lack of knowledge of technology or because of their age.

According to data from the Coalition's report Maturity on the Web Between Alienation and Adaptation, there are 13 million people in Poland who are over 50. 78% of people in this group do not use the Internet.

Problems with adaptation and new technologies also affect dyslexics, people with lower or differently oriented education.

People with visual impairments

For this group of people, it is worth implementing a screen content interpreter i.e.: screenreader because visually impaired people use screen reading programs or programs that enlarge the selected screen view on a daily basis.

The software transmits the content of the web page to the speech synthesizer. It is also possible to zoom in on a selected portion of the screen.

People with hearing impairment

People with this type of disorder will have problems accessing multimedia content on websites if the message is limited to audio only. It is worthwhile each time to add subtitles to the video or include a pdf, transcription of e.g.: a podcast in the form of text below the video. One should also be aware that despite the 21st century, access to the Internet for many people is sometimes problematic, and most traffic to digital products is from mobile devices. Unfortunately, interactive agencies or freelancers do not take this into account.

Digital accessibility for those with limited bandwidth is still a common occurrence

Downloading a huge amount of data (multimedia, large volume photos, videos without streaming options, galleries without dynamic docking options, etc, ) to load a page requires a good Internet connection. Loading time can increase significantly and limit performance.

Law on web accessibility for public entities

The Law of April 4, 2019 on Digital Accessibility of Public Entities' Websites and Mobile Applications makes it mandatory to attach accessibility declarations to websites. It also defines the capabilities of the Ministry of Digitization on monitoring websites, and describes procedures in case of non-compliance with digital accessibility on the websites of organizations and public entities.

What changes and requirements are introduced by the Accessibility Act ?

According to the law, websites should comply with the requirements of the WCAG 2.1 Level AA standard, which the law specifies in detail. These requirements coincide with paragraphs 9, 10 and 11 of EN 301 549 V2.1.2.

The websites of all public entities, financial sector units, organizational units, legal entities financed with more than 50% public funds or under the supervision of a governing body should be aligned with the law.

Requirements of the Act for sites existing or undergoing redevelopment

  1. Ensure accessibility for basic data like contact information, form, clear menu,
  2. Posting of accessibility declarations, BIP accessibility, public documents,
  3. Implementing the WCAG 2.1 AA standard.
